It's important to note that to set survey frequency limits for all new customers you add in the system, you would set the frequency in Settings. To change existing client's frequency limits, you would do so in the Clients menu.  Here is a step by step:

1.  Go to the Clients menu.

2.  Check which clients you want to change the frequency for or "select all" by clicking on the box to make it check marked.

3.  Using Bulk Actions, select: Set Survey Limit.

4.  A second box will pop up next to which will prompt you to select the survey limit.  
5.  Select Apply.

Your current, already existing clients will now be on that survey limit. You can change an individual one by going into their profile.
